I think it originated from a manga translator group called "Norway scans". They'd replace instances of "now way" to 'norway"

It might be because of Norway Scans, the guys who translated Hinamatsuri. One of the characters often shouted "No way! No way!" and on the third one they added "Norway!". I think they also started the side note of translating yen amounts to Norwegian krone.
