Weibo is a magical place. And you'd be surprised at the quality of some of the works "made in China", if you will. You even get the occasional Chinese artist on Pixiv, and some of them are really good. Some of them sell stuff on Taobao (Chinese Amazon, basically) that ships globally, and given the exchange rate, it's worth it.
You've got to be kidding me...Despite "Death Note", being officially banned, it's still pretty easy to find it online with Baidu ( a Chinese search engine). It's also pretty easy to jump over the "great firewall" of China with a VPN. TL;DR: Chinese censorship of the web is a joke. As for "how did it survive censorship", There's some really lewd borderline-h stuff you can still find on popular 漫画 sites. It's only banned when it's either too popular or the CPC feels like doing it for whatever their reason may be. Even then it's still pretty easy to find it.

I believe there is nothing too suggestive. Actually, the sight on her breast in chapter 3 is the most provocative thing I saw in the raw, so... Nothing serious nor indecent.
