That's ridiculous.  How can you be sure that Hyoubu has no relation to Black Phantom?  He's at least as likely to be in cahoots with them as Shiho-chan or Sakaki...

in the first future feather came from, Hyoubu was captured the day he went to fight Gilliam and his body was used to make more clones because his unique ability to get powers from other espers. If Black Phantom got a hold of Hyoubu he is WAY more valuable to dissect in a lab then as a spy. Also while he could surely break in and mess with the precog system he wouldn't be able to do it CONSTANTLY like is required here.

And while "fuck with BABEL and ruin their credibility is very in character there is no way he would willingly help Black Phantom given how much he hates them.

So yeah he is not a likely suspect in this case. Though honestly Shiho isn't very likely either because I'm not sure a level 7 would be easy to brainwash, Sakaki was infected with that weird virus thing briefly after the Hyoubu and Gilliam fight so that is why he is a major suspect. The thing they are looking for specifically is that whoever the suspect is probably is brainwashed right now and is totally unaware.

Hyoubu and Pandra are the worst parts of ZKC. Hyoubu makes no sense as a character flip flopping between personalities on a dime, and PANDRA as a villainous organization so far exist only to be villains of the week with no real substance.

Also, Minamoto's feelings for Kaoru were first hinted at when he saw the future where Kaoru and him were in a deeper relationship. It made him somewhat conscious of it, and Feather's appearance, actions, and words made him even more conscious of it.

Regarding this chapter though, you still don't know what Minamoto truly feels. Only what Kaoru feels, which makes complete sense with how the manga's been going. While I'm not for Minamoto X Kaoru because of that age gap, I'm even less for Kaoru X Yuuri. I don't care if Yuuri gets with another girl. Maybe Patty since they're both gay, but if she gets with Kaoru, then I don't think it's good for her as a character. Right now she's kind of obsessed with Kaoru and I'd like for them to at least stand as equals if anything's supposed to be seen between them. Right now it's a super shallow pandering level relationship.

Honestly they need to resolve the PANDRA shit conclusively and not have government workers just casually chilling with terrorists.

See?  This is what I'm talking about.  I'm sure Hinomiya is a great character and all, but there is already one, no, two spin-off manga devoted to PANDRA and the Anime-original characters.  Also, when did Minamoto fall for Kaoru?  So far he's the doting mother he's been since volume 2 or 3.

I couldn't have pictured it being anything else. In fact it seemed like such an obvious choice that I was kind of hoping it was something else. But buffing him up and taking off his clothes was an interesting touch.

Well, if it was someone else one might as well retire the character, because he's got almost no role left with the introduction of Matsukaze-kun.
