You can actually go to the group that translated the first 60ish chapters and get them from their site. Just google it and you will find it pretty easy.

Anyway, about the chapter, I loved this one. Hisa showed her true powers again, and it was great.

It's actually pretty nice to read up on mahjong rules and stuff and then read Saki. It makes you more aware of how amazing they are (alternatively, how ridiculous the whole thing is, but who cares). And it gives you a reason to go play mahjong online.
After learning the rules on a noobtoob guide, and rewatching the series from the beginning... I can finally understand half of everything going on! Makes me want to play... well, at least I have the single player games on my iPad.
If you mean the boobs, yes. As the boobs get bigger the skirts get shorter.
