No, he can release his limiter to an extent, what he called "physical ability doubling" when he was just dodging stella. The one which makes him exhausted is "Ittou Shura" which increases his abilities up to ten times.

He just disarmed them and made them hit each other, but he'd need to break his physical limit to actually hurt them himself or even kill them and if he did that, he'd have to face the consequences with a major handicap - not being able to deal any significant damage and feeling as though he just did five triathlons in a row.

Ive been reading manga a long time. I know full well about how pretty much no idea is totally new. Not judging. Just calling it like I see it. Besides, Im not like those who rage drop stuff or claim to drop stuff after raging in the comments. Those similarities that I mentioned were just glaring out way too much to not mention.
