And second rats are gentles creatures, so please stop spreading nasty story about them devoring people.
And now school festivals in manga are all about cosplay cafe, hounted houses and food stands...
It looks like she transfers to different schools judging from the last story, but having her say things like "misusing black magic" and calling someone a murderer is a 180 degree turn. It looks like the mangaka is turning her into a heroic protagonist.

Pretty much sure that this is meant to be taken as episodic stand alone events that each chapters doesn't have relevancy with the others instead of chronological relevant events. Think of it as each chapter is a starting with a reset.
Forget avoiding her, after this chapter people should be transferring out of the school. How many people are left in 3-E?

Like 5 deaths have occurred in a span four chapters, so either magic dust makes everyone forget all the awful stuff that has happened after each chapter or that school is the place where the worst scum ends since nobody cares about male students fighting each other or punching female students or that a rape almost happened in the bathroom; if in the end is revealed that that the whole school is a part of hell and everyone there is already dead and they are paying for a life full of sinful acts, I would not be surprised, too much shitty stuff has happened and nobody seems to either realize it or care about it.

Hasn't anyone noticed the deaths that seem to occur around Kuroi? After the second and third chapters people in her school should be avoiding her like the plague.
Probably the first time that Kuroi is not the worst person in the chapter, but well, this has gone beyond just good or bad people; satanism, curses and death cannot be described with such shallow terms.
