I think you misread. His potential is only low in the type of magic he chose to specialise in, red magic. From ch1:

Think of it like someone who is of average intelligence possessing superb athleticism choosing to become a Theoretical Physicist.

Ok... Well still since all his other magic levels were pretty low I wonder how he still managed to time travel.

Well, if I understand it correctly he is referring to his (physically) older self as "future self". It does however stand that it is really strange how he treats his future self as a different person, considering the fact that he is the guy from the future in all except body. He even admitted to having overwritten his young self's mind in ch.1.
This author feels like he is trying to use the time travel method from "No one has to die", but has completely failed to understand how it works. As a result things are a bit infuriating.
