I assumed that jin was suggesting that General doesn't really know what she's talking about, since actually using "Oui" would imply that she actually did get a permit. (suspect)

And the anime version is for when you like pointless loli-yuri sidetracking and excessive fanservice in expence of the mood and ambience. Source does have that too, but it is better paced and focused on a story over all.
