The fastest and most efficient method to leveling is also almost always the riskiest. If he wants to master magic efficiently in his 2nd life, he needs to take risks. This MC actually has a good reason to not do anything with his harem. From his old man perspective they are just undeveloped kids. At the same time, he was a "wizard" in his previous life so he still gets embarrassed by various events, he and they are still in puberty after all.
I feel like half of Claude's actions were relating to distracting Millie. First. she tries to distract Millie by pointing out her feelings, then she tries to distract her by pointing out Redia's... existence.
