Rather than saying "kaer-" (which isn't even possible to pronounce in proper Japanese), I'd say the root you're looking for is just "kae" (which is the part that is the pronunciation of the kanji anyway). If you're not convinced, consider that not every form even contains an 'r' (for example: kaeshite).
But yeah, we would represent the word itself as "kaeru" (In, e.g., the same way in English we can agree that the base verb for "took" is "take") which is homonymous with frog.
I'd call the verb "kaeru" but has a form "kaeri", since the dictionary form takes an "u". Of course, linguistically, the stem is "kaer-"; when the approppriate suffixes are added in, you get the several conjugated forms, each with its own proper vowel after the "r".

In case people are wondering about the frog thing:
Frog is kaeru, written as 蛙. The verb "to return" is "kaeri" but written as 帰り, but can be said as "kaeru" - 帰る. So they're basically words with same pronunciation, but different kanji and meaning.

I think you may be missing the bit where, by definition, you don't really get to go out and choose your own partner in an arranged marriage.
Also, what country on earth are you from, that there are "High Class" people who do most marriages by arrangement, in this century? Most first-world countries consider non-consensual arranged marriages to be more or less slavery. The worst you're likely to get is social pressure to marry within a certain group.
