You're right! At first it was difficult to see because the names were so blurry, but the coastlines are easily recognizable, as well as "Suisse", and "Marseilles" is readable as well.
Assuming the author at least got a map from the right century, we could narrow down the time period. Judging by the edge of Loirraine peaking out from under the dialogue box, and the possession of Savoie, this is a map of the Second French Empire between the Second Italian War of Independence and the Franco-Prussian War. If the author chose a map from the right time (even if it's the wrong place), then that sets the story sometime between 1860 and 1871.
Unfortunately, the borders from that period are identical to the Interwar borders or the post-WW2 borders, and I'm no expert on French or on maps, so for all I know, the author might've just used some random atlas from almost any of the previous 100 years.
After seeing the sequel I'm not so sure that this manga is a serialization material, maybe a short one, 5-6 chapters at best mmm...
This manga is pretty similar to Kaibutsu Oujo but without main problem (yet) and currently static in one town, Dhaldot so it's really hard to expand the story mmm...
What I really want is the mangaka to actually make a manga with similar setting but with different approach mmm...
In the last panel of the image that hyoukami posted, the way in which the main character looks reminds me of the art of Maybe, author and artist of Tasogare Otome x Amnesia; the setting, the dresses of the characters and how the male characters look like are quite similar to those from the manga that you mention, overall the art of this manga (I hope to see more chapters) is very pleasant to the eye.

Chapter 2 is nice though. Followed.
Probably The Ancient Magus' Bride. I thought this was a doujinshi made by that mangaka but surprised to find out it's two different people using characters with ram skulls in suits with a female lead that does magic set in old-timey England and the church is after them by having 1 priest guy look after them.
The skull servants are quite appealing for me.
The furigana in the raws states "グール", which is "gu-ru" when romanised. But the kanji is "食人", which literally means "eat person", aka cannibal. We chose to go with "ghoul" to keep in line with the mangaka's preferred way of reading the text.

Hmm, I like it. The concept feels strangely familiar to me (and I'm not just talking about Tokyo Ghoul).
Speaking of which, how close is the actual translation to "ghoul" anyways? Is there a word that actually matches up to it or is it just a translation choice considering the popularity of the name?
It was a pretty ok story and the art was very good (except for her face in the upper part of page 32, wtf happened there) even if that kid was a little bit annoying I would like to see more of this story, the priest was a pretty decent character too. Thanks for this oneshot.

If there is a serialization I would love too see more bone people, the variety of their skulls alone would be interesting enough to see.
