this guy turned the school into a killing floor, killed who knows how many students and teachers. had your own sister murder your dad then cooked him up and had you eat him (even though you didn't know) and then he had your sister killed.
ffs atleast give him a slow painful death atleast. im sure 15 seconds of skinning would have had just as much effect and you would still get to torture and kill him after.

It's a rule for this arc, and i think it only applies to Machiya.
since when was it a rule you can't kill someone because they're shooting a video...? Even if she shot him nothing would happen, she'd have the #1 video. And now she can't even hit her target, when it moves around him right in front of her? Everyone really is stupid.
