It's probably one of many options, here are couple of examples:
1. They were originally human, when they died they became Grim Reapers, so they looked that age on death and their new 'age' is starting the day they became a Reaper.
2. They just age incredibly slow. Like, the first 1-20 years of life they age at the same pace as we do, but instead of young adult years being 18-25, adult 25-50, it could be like young adult 18-1000, adult 1000-2000, and so forth.
3. They age depending on their experiences. You look older because you are a vet at X.
Wait, if he doesn't age then wouldn't he technically forever be a toddler (or even a newborn baby)? Does this mean that we have finally found the reverse pedophilia, were the century old dude is actually the "young" one? Nah, I'm probably just reading too much into things.

Decent. Don't know where the plot is going to go from here but it has a nice slice of life feel going on.
Um, chapter 4 has what appears to be an inconsistency, likely due to translation error. Soo Chan gets upset that Yuna calls herself a friend, but Yuna's dialogue never uses the word friend or friendship to describe herself or their relationship.
