The description doesn't make it obvious, but these people are gardening in a section of something along the lines of the "Celestial Bureaucracy" type heaven. So, "Heaven" is not meant metaphorically here, they're not just gardening somewhere nice on earth, but it also isn't a Christian heaven; it has celestial peaches and queens and stuff. Although if that little critter is the Monkey King, I'm Sebastian the demon butler.
