That's not what he's saying. He saying that this spin-off is getting reboot in another mag. Just a simple misunderstanding.

Nightwing started out poor too, he found a work, saved money, bought scraps from the scrapyard and made his own gadgets himself.(because he loathed the idea of using Batman's money) He eventually found out his parents had left him some inheritance and became rich himself(many arcs later). But his Shurikes, his car and his grappling hook, were build with his own blood, sweat and tears. Not that he uses that many gadgets anyway, as far as martial arts is concerned, his latent abilities are superior to Batman's, he usually only depends on his Kali Sticks, shurikens and grappling hook.
If not for lack of knowledge "Master" could do the same. But since he can't(Or he's yet to show that he can), he'll have to find someone to do it for him(and he probably has, since he does have some equipment)
I gotta figure out how to make my voices come out as symbols.
BTW, the old man is like poor Batman, got the courage and looks but no powers and isn't rich with a secret base with gadgets.
While Pop Step is like clumsy version of Catgirl.... can jump around, but got no skills.
Sliding dude (cause Gentlemen sounds stupid) is like a crap version of Spiderman, can only go up on walls by endlessly touching it, can't do shit when in midair.
