She lost any moral or authoritative high ground the moment she had the nerve to say out loud that she never wanted her youngest daughter. That's unacceptable and regardless of the circumstances there is nothing good that can come from saying that to ones child. As far as the violence itself, while I wont go as far as to say that there is never a situation which one needs to give out physical punishment, it is absolutely a last resort, saved for only the most serious of situations. Here she uses violence because of her own failure to properly communicate with her children.
Try to discourage them by showing how much it would cost every year, let them try and work to pay for the cat so long as their grades are unaffected... give them a chance to learn on their own instead of hitting them. The only thing they would learn by being hit is that violence is a good way to get what you want.
