Most big serialized shonen series start as self-contained one-shots (Bleach involved a tiny Rukia, Naruto was literally a half-fox kid, One Piece tested its premise with several one-shots and was called Romance Dawn, My Hero Academia followed a Quirkless tech hero, etc.)
Generally if a one-shot does well and the mangaka wants to expand it, the series can get picked up for serialization and the actual concepts in the series will be altered and expanded so they aren't too similar to the one-shot. If it's literally just meant to be a one-shot, it can still be used to pitch the mangaka's skill or a general premise like creepy-cute or ninja action.

it was a good read but the ending couldve been a lot better. i mean come on, it's a fact, he caused her death with that stupid bet. then after years, she stayed in that horrible form just to save him then after that the MC just let's her burn herself? dafuq?

Whiplash in a good way, and actually creepy-cute rather than the "faux-creepy" cute we sometimes see.
