Gender-bender means that the character has litterally been changed from his original gender to the other. A good example are some Kurobasu fanarts where the characters are indeed drawn as girls, with a female body and everything, not just dressing up as girls.

In psychological terms, gender refers to societal roles, while sex refers to the physiological differences. Thus "gender" is more related to the difference between "masculine" and "feminine" than between "male" and "female."

 

And in the context of the tags on this site, gender-bending can refer to any time someone is doing something outside of the normally accepted ideas of gender. Men dressing in women's clothing definitely falls under this umbrella. Guys being magically transformed into girls does as well. You'd get this if you just hovered your mouse over the "gender-bender" tag.

Awe I really loved Tateno Tooko's story, I think it was my favorite so far. I wish it was longer than a one-shot!

Cross-dressing is simply putting on clothes not typical for a person's gender, for example a guy wearing a skirt. That does not mean that he magically became a girl, it simply means he's wearing a skirt instead of pants.

 

I know that. I only stated my concern because there isn't a "cross-dressing" tag available for me to select and I try to categorize a manga as best as I can to let readers know what they're about to read.

Wellllll, that's true in general usage I guess, sort of, but it's always been my experience in manga readers and such that if someone was, say, disguising themselves as the opposite sex, the manga would get tagged "gender bender".  It doesn't require there be actual transformations or trans or intersex people.
