Probably to help promote Princess Lucia, as I'm pretty certain Kimi Machi has a larger reader base, and the crossover might encourage some of them to give Lucia a try.
@vapor I doubt laziness is much of a factor here, as the drawing is the probably the most time-consuming part of Seo's job.
He was probably too lazy to actually advance any of the multiple series he's working on, and figured he could pop this out instead.

Seo Kouji. Doing multiple manga series at the same time over weekly and monthly basis. Breaking fourth walls and doing crossovers in his mangas where his recycled character designs even get noticed by the main characters...and they meet each other despite being from different series serialized in different magazines.
I gotta respect him for stuff like this. Never thought I would see the day Yuzuki met Lucia even though they look pretty much the same, that's hilarious.

heh, well I guess we never really did see how Yuzuki was like as a teacher.
Yuzuki seems to have more character in this special than in the series, lol
