Saki is pretty much in the future... like the... 40s? Something like that, but I'm not sure if it's official.
Shinohayu would be in the 20s or so. So, yeah, they should have smartphones in shinohayu.
They haven't really set any date but this are supposed to be prequel so yeah having a smartphone is strange while first Saki only use those old type phone.

Roughly 10+ years before Saki and one of the characters have a smartphone, a very thorough research was done indeed.

I think Shino's power has something to do with bird migration.
Usually bird's migartion route is to fly from north to south. She'll get behind in the north round, and make a comeback in the south round.

I really doubt she will meet her mother thought, there still high school arc.
The 1 sou is probably important for her because that was the tile that was left when her uncle "sold" the mahjong set. The only real tile she had to play for a while. That's probably why it has an important meaning for her.
