No, it's not. It's a theme inside hentai mangas where the mc's partner or love interest has sex with other men until she forgets about the mc (the core concept is the woman being taken from the mc), and it always depicts the process of mc's mental breakdown, which is always done dramatically. Cuckolding is everything but dramatic, is just people who enjoy being cheated.
Nowadays the term is used for everything in love relationships inside mangas to the point of absurdity, I even have seen people shouting ntr when in a romantic manga a rival to the heroine appears.
