The verb est is in the present tense. "The dice are being thrown" would be the correct conjugation of the English verb "be," if seeking something cognate with est.

"The die is cast" isn't a past-tense phrase.  "The die was cast" would be the past-tense of the phrase.  "Cast" is an irregular verb and remains the same for both it's present and past tenses except for its present participle which is "casting."  Furthermore, "to cast" is quite literally "to throw with force and direction" so I'm not sure where you got the idea that "cast" uses past tense.

So, the expression used for Ch 25 is "the match is struck", which suggests an irreversible path or point of no return, but wouldn't the expected translation be "the die is cast"? Given the context of the phrase, that might be the smoother translation.

Again none of it will change anything. Even if Rem got there and she managed to convince the villagers is issue of logistics for the evacuation such as carts and supplies etc which would take at least a day to prepare. They would be caught and killed before they made far due to disorganization. Roswaal does not have a private army, just powerful demi-humans who capable of fight hordes of average soldiers and he himself has strength of an army. He also has mabreasts to guard against cultists since they attack those with Witches' miasma.

What they need is manpower and there is no avoiding that because the Cult is stronger than expected and have bypass defenses specially set for them. Besides they are going to send a letter once they have Crusch's cooperation which will have her seal on it.

How did the whale kill the former sword saint anyway? And in the first place, why do people remember that if being killed by the whale erases your existence? Subaru only remembers it because of time loop h4x.

You aren't supposed to know the answer at this time, but hat is kind of question the author wants to ask. I know the reason myself since I knowledge of future plot points.

Have only read the manga and one thing that I noticed was the fact that seems like it's common knowledge that the whale from the mist killed the previous sword saint and yet everyone of who we see to be killed by it is instantly and completely forgotten by everyone (well short for Subaru). Rather suspicious if you ask me.

 

Well the Reinhart can be seen eyen on Subaru quite few times rather suspiciously in first arc (You see him before he actually introduces himself) so it might be that he can notice the miasma.
