Not entirely.
It pitted a person sent to heaven and a person sent to hell, and during that fight they both showed both their personality and talent.
If either of them broke the rules, the accident involving hundreds of people is not prevented.
And only one of them end up remembering, teaching that one person a lesson. The lesson to value their lives.
So no, the whole thing is not just the divine trolling the mortals.

I'm agree if this onehot is good.
But maybe it's better if it's stay oneshot, usually if it's became series the quality is drop to bottom of earth.
example: Bleach, Nisekoi, GE
