as the scientist at his doorstep mentioned that they have different "ecology" and a longer life span, she might've already reached "adulthood" in terms of age, and at the end her body is fully grown,too[if it wasn't already from the beginning;
it isn't unthinkable that a fully grown humanoid-like animal would be smaller in size compared to a human[we only have this size because of our ancestory with the great apes and because we evolved from the growing stem of "Homo"; if we had evolved from "Homo floresiensis" we'd be considerabily smaller], especially if it was otherwise impossible to travel through space and time with this cardbox-device. It's already possible to generate wormholes with human science, but they are so small and last only for such a short amount of time that you can't utilize them.
Maybe that civilized aliens were able to create cardbox-sized wormhole generators and thus, fixed their size at the size of that girl{Hako} to be able to travel with their devices themselves].

So, both age-wise,body-wise, we can't be sure. And then there's the problem with the definition of childhood. In general biology, childhood is often the unfertile portion of their growth phase.
Since we don't know if she wasn't fertile from the start, we can't say the she was or is "a child".

Also, we can't be sure about her mentality. While she occures to be "simple-minded" or in general, less "eloquent" than the usual grown adult, it's simply because of our culture that eloquence evolved in the first place.
Even most animals have a simple pattern of "speech" combined from body movements and produced sounds that's able to deliver clear messages to their respective others of the same species. As the meaning always comes across, maybe those aliens never had stratified societies at all, leaving the "evolution of speech" at a stone age-stage.

So in the end, technically speaking, we can't assume if she is/was a child from the beginning

and we can't be sure in the end, too, as the "growth" might just be her artificial adaptation to her alien husband, as he doesn't see her as an adult because of her child-like appearance and enunciation(as he tells her he'd become her husband if she's grown up)
