And besides what Darf said, it's also explained in the story content, chapter 2. She was born in the jungle to a couple named "Roberts".

Maybe you should look up history of the colonization of the americas before posting, The countries of Portugal, Spain, France established colonies in south america as early as 1550's. Not to mention around 5 million people migrating to brazil alone from 1808 to 1972. The Manga is set in 1947, it is feasible for person to be blonde, blue eyed in south america. Or maybe you know its just a manga and it doesnt really have to adhere to normal character design.

The image of the main female character gives me a bad feeling about this. I mean, didn't blondes originate from Europe, more specifically the areas within and around Austria and Poland? So how could a South American have light skin and blonde hair?

Just looking at the cover, but since when are South Americans blonde?

There hasn't been a release on this for a little more than a year. Also It seems like besides Shanana, Tommy is the main protaganist for only Vol 1...
