Well there is Yongbi who is pretty badass, Chunwha(Id) who is extremely op in his respective verse, if we count webtoons as well then Rai as well as Franky, there is also JIn and the author of Yongbi the Invincible made one called Paladin where curbstomps just happen to everyone. But you have a point in many are weak in the settings there are put in.
They usually are quite weak compared to the setting which they are involved in and get stronger as they progress.
