Aw, this was a nice quick read.
yep but that is years after this event
it was the same army but li mu/ri boku only wiped out the xiong nus years after the events of this story. after that, he brought his army south to deal with ouki. wiping out of the xiong nus and his plan to kill ouki was not really related...
didn't he wipe them out to kill Ouki?
or was that different army?
(if yes than at least they get their revenge)

The author's comments on the first page already explain what this is. It's the one-shot that landed him a serialization (Kingdom), so in a sense this is the prequel for Kingdom.
Nice scanlation, gives a bit of info on why he was introduced so quickly in Kingdom
