AFAIK the Japanese Minister of Industry has begun to DMCA individual chapters (DMCA can only be applied on individual URLs) of a large number of series on online readers. No matter if they're licensed or not. And to avoid the risk of a lawsuit, Batoto complies.
To me, this only steers people to the more shady sites that don't give a f*ck.
