The account of the scanlators team seems to be suspended (at least right now it doesn't let me get to their home page) so I'll say it here: THANK YOU for the latest releases!!
The manga is set some time before the anime starts. I'm pretty sure they don't NEED to do something to activate their powers, and the things they do is more about visually showing the viewer that they're using a power. I mean, just look at the holders in this last chapter, none of them did anything but are still activating minimums.
Everything you just said...is wrong/unfounded, at least in terms of the manga.
Nice never has his headphones on when he uses cannonball, at least in the cases I've seen. The first time Murasaki uses his power his glasses ar still on, so that isn't the case either.
I haven't seen the anime, so I can't comment on any of the other people you mentioned. But one final remark; the manga came first, so it can't be getting things "way wrong."

Lets see...Nice has to wear his headphones and snap to properly visualize sound so he can ride it, Murasaki always takes off his glasses (And this manga got his power way wrong, it's super strength and durability in the anime from what I've seen) Birthday has to charge himself with an outside source of electricity and he multiplies it, Ratio's is always on so he wears an eyepatch to cover ti up most of the time, Three always chants a bible verse before activating his, Honey always munches on a piece of candy, and hell even some of the non-innate ones have something they got to do. There was the stop watch guy like you said, then there's the guy who needed to do push ups, and the guy controlled the weight of objects always had to blow a bubble with his gum before he used his power. Really powers in the series are kind of the opposite of Darker than Black since a lot of people have things they have to do before they can use their powers rather than things they have to do after they activate their powers
I'm not saying it is, but yes as far as my memory serves they all did need one from the guy who sped up timers(non-innate), to all others, other than some rare cases of the non-innate Minimum Holders, like the big purple monster dude who was just transformed into a big purple monster dude as part of the minimum.

Wait. Why can't Nice use his cannonball after the sprinkler shower again? Too slippery? Or does the minimum has somekind of premise 'got to wear shoes / weak to water'?? Sorry for the stupid question, but this might mean I'm missing out a lot.

I'm not entirely sure it works the same way as the powers in darker than black. I'm only thinking this because I can't recall all of the enemies they had to fight in the anime needing an activator.
The girl from chapter 1 looks like the main girl from blood lad.
The manga takes place a year prior to the anime. So who knows maybe its just something that has yet to come into play.
thats a shame though, because then there isn't really a point in nice having headphones all the time.
Also, the characters in the manga seem to have really different personalities in comparison to the anime.... interesting...

This guy's name is even better used out of context than "Jesus!"
So far the series has more than 6 chapters (it has 9 chapters and it's still ongoing) so for now it doesn't seem like it's ending but anything can happen, it might or it might not finish soon.
Right now it's doubtful, because anime is kinda meh. But since they started, at least one volume (6 chapters) will be finished.
@halo (or anyone else who knows the answer): does that mean this is going to only have a limited number of chapters?

A lot of the characters seem pretty damn similar to the characters in blood lad too... Almost copy and pasted.

I knew it! The artist is the same as blood lad. The art on the cover looked exactly the same!!!
