No, they are not one in the same, but it's heavily implied that she's Freya's daughter.  Freya didn't raise her, but she does send children from her familia to act as invisible bodyguards when she's not working at the Benevolent Mistress.  While the original Japanese text may imply something more, but Syr is refereed to as "Freya's girl."

Reminds me a bit of the Annie spin-off from Attack on Titan, where she undergoes a similar journey to track down someone's daughter.

I'll be the first one to mention it. Betting your own daughter's life on the line, no matter how dire your circumstances, means you're a scumbag. The irresponsible gambling that came before that is a minor problem in comparison.

lol. irresponsible gambling is minor problem!? are you dumb, 90% of male who do irresponsible gambling will do as this story tells, some even ask their wife to sell herself. The word "irresponsible gambler" = scumbag, a no brain! and a women who would marry such a guy is dumb c*nt! and i have seen and experience this first hand. 
and what's worse those male act as if they are noble like in medieval, if i win i will spend my money treating everybody, without saving any and in turn when he lose he turn only to his family and close relatives.
