Taking even five minutes to google search something can go a long way.
Most other nations have a much stricter gun policy than the USA. South Korea is one of the most strict in the world. Outside of the two year mandatory military service, 99% of the population won't own a gun. The ones that do are extremely restricted/limited on what they can own (which includes tazers, batons, and any knives over 6 inches(including kitchen knives)).
Even the police are limited in their access to firearms. Most police stations have a limited number of weapons that are supplied to the station and not the officers. Only a handful of officers have a key and even then they need permission from a superior officer to access these weapons (including tazers, batons, etc.)

That's not the MC in the cover, that's the head of the police force. Giving the MC a gun would be like giving Superman a nuke...it's just kind of pointless.

Heh the cover image of the manhwa is a bit misleading. The MC is so badass that he doesn't need or would have to use the gun he's holding in the picture.

For some reason cops do not carry tasers, or batons, or even guns in this world. Seriously breaking my immersion when police officers are fist fighting gangs

There is an older series from 2001. Unfortunately the new series (2015) is written in several sites to be the one from 2001. The older one is 7 volumes normal format (not color webtoon) . The raws could be founded on the net.
I'm not sure if the webtoon lost it's own main objective or is just digressing way too much.
