simply yes, its not about the body age that makes it a crime. its all about the "mental" age we need to consider and how much of awareness does one have, imagine a new born or a toddler in an adult body and here you are tricking her to give candy for xxx unspeakable things.

In that sense, what if it were a woman who was mentally over the age of 21, but just short? See, I just find it all garbage because it's pretty clear that Japanese writers know exactly what they're doing and who they're pandering to when they create these characters. i.e. Nowi from Fire Emblem Awakening

If it's a permanent change, nope! :) If it's temporary change, yes. >:^(

If it is after the 59th second of the 59th minute of the 31st* day of 12th month the 17th* year (number of days to a month changes, year varies by region) then yes. If it is a "magical transformation" it doesn't matter if it is permanent.
But flip it around, is it legal if an adult (of age adult) turns into a loli? They're still of age, but their body "appears" younger. (Answer may surprise you, in the U.S. the legal answer is no.)

It's aimed for a specific culture, and you're not the culture it's aimed at. Sure, feel free to enjoy it but its not for you to critize.

Are you really at the point where you're rabidly defending a plot that's just a thinly veiled excuse for the author to draw T&A?  I mean great, that's what the readers in Japan want, that doesn't mean there's anything wrong with calling a spade a spade.  Personally I enjoy it for what it is even though I realize that it's pandering to the lowest common denominator.

I agree, but disagree. Sadly I couldn't find the original criticism so I am clueless in that regard, but I will take criticism against Isekai manga as the example.

So many people are hypercritical of them, and I keep reminding people the same thing, "this was written for a Japanese audience [...]". My point is not that they cannot criticize the manga, but that their points for criticism are based off of standards and ideals that are irrelevant to the manga (and that their criticism is ultimately meaningless as it will virtually never be heard by the mangaka or publisher).

It isn't that someone cannot be critical of it, and it isn't that their opinion is necessarily "bad" but simply that it is... simply and utterly irrelevant. It won't reach those who would change it (only the targeted audience's opinion matters in this respect) and it won't necessarily change the translation group's opinion on translating.

Oh, and for the isekai, I also mention that finding them only to be critical is a waste of everyone's time and energy for the above reasons.

So, moral? Your opinion(s) matter, unless you expect them to matter with respect to anything regarding the manga (as it is for a different audience, blah blah, etc).

Whether you and the neckbeard contingent in America love it or hate it, you're not, never have been, and never will be the target audience. You sit here reading stolen works thinking you matter and you don't. The author will keep writing what is popular with his target and if you don't like it find something else.

I forget the premise of this manga (and nothing of value was lost.) I'm just in it for the fan service! Though the art's kind of janky, the plot's nonexistent, and the battles are lame as all hell. Still, at least the swimsuit/water park chapter was spectacular.
