Quantum mechanics as a basis for psychic powers is always kind of bothersome. It usually comes down to a misunderstanding of what scientists mean by "observing" something. It's not actually the act of being consciously aware of something that accounts for a state collapsing; quantum decoherence can and does occur without a literal "observer."

In quantum mechanics, observation, measurement, and interaction are treated as largely synonymous. Kind of like how your eyes observe your environment's interaction with protons, or an electronic microscope measures interactions with electrons? Except at that scale you can't observe something without interacting with it some way, and that interaction has an impact on what is being measured.

(it's not exactly like that, it's more about the quantum information that an interaction/measurement "checks"- and how that affects the certainty of other measurable values; delta-p's, delta-x's, etc. But this is one simpler way of thinking about it)
