To be fair, baka-updates says it was first published in 1999 and was serialized in Cookie, a josei/shoujo magazine, so you're not too far off the mark.

Arent cats lactose intolerant?

Like humans, all mammals begin to lose the ability to digest lactose as they turn to adulthood since the purpose of milk is no longer needed. Some lose it faster than others, some lose it only partially, it always depends on the individual. You can tell if an adult cat is if they get the same stomach distress a human does (runny poop). If the manga's cat doesn't then it's not lactose intolerant (like Smokey, one of my grandma's 3 cats). Plus East Asians in general as a race/ethnicity have the highest rate of lactose intolerance both in youth and adulthood (followed next by Native Americans and then Central Asians). The owner might be purchasing lactose free cheese for herself and so the cat eating it won't do any harm.
