Of course it does!
Less so if your goal is to hit every mall in your town. But if your goal is a tour of the world's capitals those 10% will translate to a lot of time and money!
It's like a minimal modification in a well parallelisable program. It may not amount to a measurable effect on one computer, but if scaled up on a supercomputer the change may be the difference between starting your numerical experiment in the evening and collecting the results next morning, or wasting an additional day waiting for the run to finish (speaking from experience here).
Also: I notice a shocking lack of references in their attempt at a definition of a date. Only Wiki? No wonder they aren't getting anywhere!

I don't think they've been to a theme park before and Kanade has chosen not to inform them.
Tracing a route for various rides without taking into account the mean waiting times and population density across the day could drastically reduce their chances of successfully riding each.

Monitoring my own heart rate while reading this manga, and comparing it to several others I follow and a baselne, my working hypothosis is that I am not a slutty mangaphile! However, I do appear to very much like this particular series. Whether it is love, remains inconclusive.
