Last we heard from him he was super busy, but that was a long time ago. Hope everything's alright with him!
Boobs and Beer. Otherwise non of the characters feel even slightly believable, just a mishmash of archetypes and tropes, the worse being the MC.

Personally I don't drink, both because it doesn't really interest me, and because I come from a looong line of alcoholics, so my two cents on the matter isn't worth much. That being said, I imagine Japan has some very good reasons for having its legal BA limits so low. My entirely uneducated guess would be that it has to do with the high pedestrian traffic. More pedestrians means a higher chance of hitting one. There's also the possibility that it's at .03 to discourage people from thinking they haven't had enough to exceed the limit, as there is no chance you won't be under it if you've been drinking at all. As opposed to some places (can't name anywhere specific as I don't pay much attention to regional drunk driving laws) where you can be under the limit after having a drink. The issue with that being that (depending on the alcohol content of what you've been drinking) you may be over the limit when you think you aren't. Anywho...

There's a bit of a difference between a 12 oz. glass of the 3.2% watered down mouse piss that passes for beer in much of America vs. a 0.5 liter mug of 8~9% beer that other parts of world get to enjoy.
PS: search out your local craft breweries, you can find decent beer even in America.
Please do NOT encourage irresponsible endangering behavior. More than 40% of fatalities associated with drunk driving accidents are of innocent bystanders or passengers.
If the law says you're not drunk, but a police officer can just say, "Nope, he's drunk, lock him up" what's the point of having laws? That's not the entire world.

Hey, if you want to drink and drive, go for it. Don't complain if you get into an accident, get arrested, or worse, kill somebody.

You do realize having any alcohol at all in your system is bad right? If you get pulled over it doesn't matter if you're under .08 BAC because you'll still be charged with a DUI or DWI.

I personally have very low tolerance for alcohol. (We're talking about flush with half a beer, and dizziness by the end of one. Don't ask what happens by the second drink.)
People have different tolerances for alcohol. Please don't assume that if you're fine with a beer that others are too. These characters are responsible, working adults. If they call a "taxi", then good on them! That's probably the safest option they have.
Regarding the chapter, getting a cab because of one drink (with food at that) is really excessive, but for mysef I maintain a Don't Brag Don't Tell policy. A lot of the people who are touchy about it and have zero tolerance policies have been injured or lost friends/family in drunk driving incidents.

Neither of you have had a single beer before have you? Despite what you may have heard, drinking isn't an on off switch where one beer turns you into a slobbering mess. Max legal BAC where I am is .08 but one beer is well below that unless you've been starving yourself for a long period of time, so no need to be so aggressive because a few drunk driving PSA's terrified you.

For your information, in Japan BrAC = 0.15 mg/L (equivalent to 0.03%). Additionally, regardless of alcohol readings, police may also determine the driver to be "driving drunk", which is punished more severely than exceeding the designated alcohol limits (source: wikipedia)
More important, in Japan penalty for driving drunk applies not to driver only, but for passengers too. That's why non-alcoholic beer is so popular in Japan (it's complete trash though, if you ask me, source: personal experience).
