Welp, I guess I'll leave this manga in the LH's translator's capable(hopefully) hands, as they've taken up the translation too.
One thing I would ask the translator, if he/she sees the message, is not to mess with the author's style. Noel is speaking with disconnected words at first, I guess he's adapting to Reene's mind, and here his speech is flowing like a serene mountain spring from the get-go.
I still very much like that this protagonist is given a few realistic responses. For a modern person to come into a fantasy world and just start killing things with no reaction has always struck me as ridiculous. Almost everyone is has a strong reaction to killing things at the start. I'm as callous as they come and even I felt physically nauseous the first time I killed a mammal. I didn't feel bad about it but you can't help but have some kind of reaction at the beginning.

But since I'm guessing you meant to type "It hasn't talked yet", I'd like to clarify that telepathy counts as talking in my mind (no pun intended). If anything, it's considerably better than normal speaking, since there's no chance of miscommunication and the general fantasy interpretation of telepathy is that you don't even need to share a language to understand each other through it.

Actually, you can do it semi-cheaply (depending on what your definition of "cheap" is). There's an app called "ProCreate" for $9.99 which is surprisingly capable (although drawing panel borders in ProCreate itself is a nuisance, so you'll probably want to use a program on an actual computer for that). A company called Adonit makes a series of styli for tablets, which go down to $20 if you just want something which will draw on the screen (i.e. no buttons).
(Note, though, that ProCreate's features depend on how recent of an iPad you have — you can use it with the iPad 2, IIRC, but if you plan on doing anything interesting you'll want something much more recent. The early iPads really didn't have anywhere near enough RAM or CPU speed for serious digital art programs.)
Edit: just noticed: the program being used on that tablet? That IS ProCreate.
suddenly i have an interest again on how to make drawing in an ipad actually possible, but then i'll quit again because i wont have the budget for that fancy-ass stylus (and prolly app too)....damn, i need this to improve my drawing skills.
