I think the implication is that Dogegenchonegger is supposed to be that universe's Schwarzenegger, but the real Schwarzenegger also exists. But for some reason (possibly copyright) he and his movies will not be named, so we get Dogegenchonegger instead.So the teacher actually referred to Terminator and Schwarzenegger (without naming him), but that's not who Dogegenchonegger is. It's like the author's way of saying "any similarities to real people is purely coincidental", but drowned in a lot of sarcasm.
