Holy crap, is this guy living the dream or what?
He's saying the model to make, produce and create those figures, not the individual cost of one of those figures. Like, since he was creating and painting and developing and printing the plastic for the models, the first prototype for all the other figures costs a buttload of money.

In regards to having three daughters, there was a recent change to the law along with the "Care for girls" policy being implimented due to an increasing gender imbalance (too many boys, not enough girls) in China.
It was born out of the cultural preference for boys which led to the disparity. In effect, if the first child is a girl, they are allowed a second child. If the second is also a girl, the parents are awarded a pension for when they become too old to support themselves.
More than likely, officials turned a blind eye to his having three daughters.
