i always feel like with these spin-offs, they would be a lot more engageing for the lack of a better word if they werent overshadowed by the grand narative of the main series

It's dumb if you ask me. Hey, what can we do? Come up with a brand new interesting story or do a half-assed attempt to flesh this world whose story arc came to an end a bunch of years ago?

You are right. First of all, everything is a foregone conclusion. Second, the way the characters and conflicts tend to be presented. Spin-offs often overlook how racist and totalitarian Britannia really is (which the main series never forgets), probably because of the Japanese trend of "Imperial Nostalgia", while on the other hand it's difficult to invest yourself in sides like the EU, which might be the only democratic and somewhat decent power in the setting, but is also the doomed Hufflepuff House that pales as a true rival for Britannia when compared to Lelouch.

Technically, all terrorism stopped when Lelouch took the crown and released the Areas...then Pendragon gets nuked by Schneizel and everyone dies...
