What's better: picking up the series from ch10 with HQ scans or ch48 to save time? and then come back to the HQ versions. I'm planning to carry this on since Tokyopop stopped after vol. 5 or 6. Also, please consider supporting the author and artist by purchasing their volumes in japanese.

Pick up from chapter 10. Reason being there a lot of foreigner readers here which don't know about this.

Is this the manga version of the movie with the same title?

Yes, this is a retelling of the story also written by Miyuki Miyabe - same author of the book that inspired the animated movie.

If the manga is not of interest, also consider buying the movie and/or book. All three can have varying accounts of events between each other and differences in characters that can be refreshing, especially with such an interesting universe.
