The original term used is [一回り/hitomawari], so there is no official mention about how small is "one size" in japanese language.
In Japan this term is used more like "a little smaller", something like 1/10 of the actual size.

The cover used is from "Comic Ananga Ranga Vol.13", that contains chap 19 and 20, so that hilt size drawed is PROBABLY after that princess in chap6 said to make it "2 sizes" smaller.
